Brings main up to date with develop for the v0.1.0 release: CI reusable-workflow fixes and README badges.

ci-workflows only tags v1.0.0/v1.1.0/v1.1.1, not a bare v1, so both
reusable jobs failed to resolve and CI never scheduled any jobs.
python-backend.yml's nested 'verify' job needs contents:read; the
top-level permissions:{} lockdown left it with only contents:none,
so GitHub refused to schedule any jobs at all (Invalid workflow file).
