RC: Register SDK_CAPABILITIES bit

Motivation

Represent the new Remote Config SDK_CONFIGURATION capability bit added in: https://github.com/ddoghq/dd-source/pull/20088
Noticed failing test in dd-trace-js: DataDog/dd-trace-js#9392

Changes

Add new enum for the new bit.
