Exclude Argo CD namespace from Kyverno and Kueue webhooks

Summary

• Exclude the argocd namespace from Kueue managed-jobs webhook namespace selection.
• Preserve existing namespace exclusions.
• Bump the apps chart version to 0.5.24
• Bump the kueue chart version to 0.2.1

Validation

• YAML and whitespace checks pass.
• Chart linting passes for Kueue.
• Rendered webhook configuration still needs to be verified before merging.

Impact

This change is managed through GitOps configuration and does not directly modify the running cluster. Validation remains enabled for namespaces outside the configured exclusions.
