Removes the request-reviews.yml workflow, which used doist/auto-request-reviews-action to automatically request a review from one member of Doist/frontend-product whenever a PR was opened or marked ready for review. We no longer need the automatic assignment, so reviewers will be requested manually. The workflow listing in CODEBASE.md is updated to match.

The automatic reviewer assignment is no longer needed, so drop the
workflow that requested a review from Doist/frontend-product on every
opened or ready-for-review PR.
