…pped at half the read (0.2.0) GatherInput gains requested paths (non_exhaustive, with a constructor). select reads them ahead of the planner, at most half the file slots; the renderer gives them at most half the byte budget. The planner is told what is already being read; the section and SourceRecord name which requests were honoured or refused and why, and tell the model to list further needs under 'Sources wanted next night' instead of asking the operator. Closes the loop that sent 'please bundle file X' to the governance panel three nights running across four repos. Requested paths (from the previous night's report or the operator) are read first, at most half the slots and half the bytes, validated like planner picks; the planner is told what is already supplied; the section and source.json record honoured/refused requests. GatherInput is now non_exhaustive with a constructor; the added field is breaking for struct-literal callers, so this is 0.2.0.
