shellcheck and yamllint come with the ubuntu-latest image, so their jobs no longer install them. The collection is built once, in the build job, which also checks the tarball ships what the roles need. That job uses the image's ansible-core instead of installing the Ansible package. The commit and pull request title lints share one job, one checkout and one npm install. actionlint is fetched at a pinned version.
A push to main whose tree equals the tree of the pull request it merged, and whose pull request passed Required Checks on that head, would run the same files again. The run is skipped only on that explicit match, and any failure to decide runs the full set.

Drops the apt installs of shellcheck and yamllint (both ship on the ubuntu-latest image), builds the collection once instead of twice and uses the image's ansible-core for the build job, merges the commit and title lints into one job, pins actionlint, and skips the CI run on a push to main whose tree already passed as its pull request. Pushes to main were 29 of the last 100 CI runs. Draft until the jobs are green on this branch, in particular collection-build without the apt Ansible.
