BowEcho v0.34.13 RC2: Rusty APIs and radar workflow

What changed

• consume Rusty Weather's non-colliding latest-run pointer and bounded profile-cycle endpoint, with exact v1/v2 time-axis validation, surface anchoring, gap retention, and verified single-time fallback
• make live low-tilt following re-anchor across scans/sites while preserving explicit manual and history holds; add truthful sweep time/age/completeness labels and typed customizable Quick Products
• preserve OPERA's corrected no-echo value and ellipsoidal decoder output, and carry ODIM per-sweep collection times accurately across midnight
• update the v0.34.13 notes with the exact RC scope and explicitly defer the GPUWM 2.0 registry-derived runner UI

Why

This combines the new Rusty Weather API surface with the radar UX requested for operational use: keep the newest low tilts easy to follow, make the selected sweep/time obvious, and keep a compact user-defined product strip without label collisions.

RC boundary

This is an RC candidate only. No v0.34.13 tag or GitHub release is created by this PR. The pinned Rusty candidate contains the three upstream data branches; BowEcho directly consumes OPERA, ports ODIM sweep timing while retaining its compatibility decoder, and leaves the additive netCDF writer unmigrated. The separate GPUWM 2.0 registry GUI remains deferred.
