What
Updates the builder, CI cache, integration-test setup, documentation, notices, and unit coverage from Ubuntu 24.04's retired cloud-rootfs endpoint to Canonical's published Ubuntu 26.04 LTS WSL image.
Why
Ubuntu 26.04 LTS is the current Ubuntu LTS. Canonical now publishes its WSL artifact as a checksum-verified
.wsltar-format image from releases.ubuntu.com.Testing
