A textcircle or header-style is drawn bold only for font-weight: bold, not for 700 or bolder #666

<textcircle> and the header-style / footer-style attributes of <pageheader> and <pagefooter> only recognise font-weight: bold. A numeric weight such as 700, or bolder, draws the text in the regular face.

Both draw the text in the regular face; with font-weight: bold they draw it bold. Same in both cssModes.

Tag\TextCircle and Tag\PageFooter compare the value with bold directly. #647 adds numeric weights, bolder and lighter under cssMode standard, and leaves these two alone.
