需求缺失时，产品定义 Skill 现在先查证已有材料，再说明缺口影响、比较候选方案并提出建议。审查报告分别记录需求完备性与用户确认状态；只有用户明确确认结论、业务取舍及下一步后，才更新需求并推进。部分答复只关闭对应事项，已确认决策直接沿用。
更新需求 Checklist 与 Requirements 模板，补充业务闭环、相关异常、规则与验收的对应关系、材料来源和实际确认记录。权限、审批和集成字段按场景适用；十个 reference copies 按现有分发合同同步。

仅包含公开仓库分析、相对路径、合成案例和验证结果；不包含私有会话原文、客户资料或凭证。
