- adopt the first-party Extension release contract - preserve setup wizard publication safeguards against the new selector
- declare the 0.2.0 guided OAuth and Bookmark Source setup flow
- require exact built-in Core advertisements - preserve independently published Extension capabilities
- replace the setup action bus with fixed semantic Peer capabilities - keep Source, Cron, and Job composition outside the Core Distribution - publish the immutable Python Distribution as 0.2.1
- preserve the exact Changie formatting required by release-intent checks
- preserve the exact Changie merge spacing required by CI
