`⊎` of finite expansions produces a `PiecewiseBasis`, whose columns are those of each piece in turn. Its Stieltjes/Hilbert rows are therefore the pieces' rows concatenated with `BlockHcat`, which keeps the block structure of `axes(P,2)` so it multiplies the blocked coefficients.
