JET 0.12 does not load on Julia 1.14 and later, so the JET tests could not run there. JET 0.13 supports these versions. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Fixes the PkgEval failure of LogExpFunctions on Julia nightly (1.15-DEV).
JET 0.12 does not load on Julia 1.14 and later (JuliaLang/julia#59413 removed
Compiler.WorldView), so the tests error atimport JET. This adds JET 0.13 to the test compat. JET 0.13 supports 1.14, and runs in full under PkgEval on nightly; the tests pass that way locally.Written with Claude Code (Opus 5.5).
