Review settings

• Adds persistent Review settings (localStorage): load and animate extra track frames on hover (on by default—primary frame still loads for every visible chip) and chip playback in frames per second (default 1; 0 = real-time from dataset FPS and keyframe spacing).
• Exposes these options in the gear dialog on the Review page (UserSettingsDialog when review-settings is passed), alongside existing annotator settings.
• Updates chip grids to respect the settings: useReviewGrid loads primary chips for the visible page and queues sequence frames only for hovered entries when hover mode is on; ReviewCell / ReviewChip pause cycling until hover when enabled.
• Applies the same playback timing to video search results via chipCycleIntervalMs, shared through a single usePersistentReviewSettings() instance across Review and search UIs.
• Documents the new Review section in docs/Review.md.

Possible Followup:

• I want to eventually create a back-end api for reviewing instead of all the front-end work using the existing APIs. I realize this was done because it was initially meant for small datasets not for large groups but with the capaiblity to take a whole folder and add it the amount of data can get much larger. Also it was initially a desktop only thing where I didn't care as much about the request frequency.
