Rationale
This adds a test for the project users page and verifies how it is populated as well as ensuring access to user details from that view. With the recent clean up the project user page will display any user who has read access to that folder.
This test uses
UserController.GetUsersWithPermissionsActionto determine what should render in the project users page.
