Why
将已验收并实际合入 dev 的 v1.0.42 候选晋级 main，按用户指定顺序完成正式发布准备。
What changed
保留 dev 整合 PR #577 的完整产品内容：Goal 并发与继续执行修复、生产服务装配、预算设置、TUI 重连、既有 Hooks 修复、PTY 时序回归、分支核对和发布说明，以及只变 SpecGit 记录时的验证复用。此晋级只更新正式交付绑定。
Evidence
dev PR #577 已于 2026-09-07 合入，merge commit 为 c22bda5，9 个关联 issue 均已关闭。本 PR 仅改变
.specgit.yaml，产品树与该 dev 提交一致。dev 候选 de0d920 的全部当前提交 CI 与 SpecGit finish exit 0 已确认；记录变更的云端 Typecheck、Unit、Linux E2E、Windows E2E 分别为 10s、12s、8s、70s，全部复用经过平台验证的成功证据且未重跑完整产品检查。产品本地全套 4571 pass、其他工作区 1760 pass、DAG 820 pass、HttpAPI 三种模式各 230 pass；新增 CI 指纹和平台证据回归 28 pass。正式说明已渲染验证，模板仓库最新内容已用候选运行时成功验证打包。Checklist
