docs: testnet address book instead of the dead seed; released rq-go and Rust SDK - #14

…nd Rust SDK - Testnet: `seeds.testnet.lumera.io` is retired (no DNS since 2026-08-16). networks, validators overview and testnet node setup now load the address book from Lumera's snapshot service (https://snapshots.lumera.io/testnet/addrbook.json) and say testnet has no seed node; the troubleshooting note says to refresh the address book. Mainnet's third-party seeds are unchanged. - Rust SDK: `cargo add lumera-sdk-rs` (0.1.0 is on crates.io); the reference page links crates.io and the releases. - rq-go: `go get lumera.build/rq-go@v0.3.0` and the new import path, with a note on the old path; pkg.go.dev links to lumera.build/rq-go; Windows removed from the platform table (v0.3.0 ships linux and macOS libraries). `mint broken-links`: no broken links.
