Fix broken GitHub Actions expressions in workflows - #8
restores real build/fetch coverage (saturn-patcher, xgdtool, Android) and cancels the NKit build;
makes SOURCES.md, LICENSES/README.md, README.md and SECURITY.md accurate and machine-checked.
Every claim below is backed by pasted raw command output in the per-task verification
comments. checksums.sha256 and versions.json are byte-identical to main.
Post-merge steps for the maintainer: add the SF_USER and SF_SSH_PRIVATE_KEY
secrets; verify scripts/sourceforge_known_hosts against SourceForge's published
fingerprints; run each build-*/update-* workflow once with dry_run=true; enable
"Allow GitHub Actions to create pull requests"; then run verify-sourceforge.yml.
Task 5 commits: eb16558 (task5-fix), 39bdaa6 (SOURCES.md), 94c88e9 (LICENSES), 2a44309 (README/SECURITY). Full raw verification output is in the Task 5 verification comment.
scripts/gen_sources.py generates SOURCES.md from manifest.json only; missing
fields render as unknown, aliases as same as <tool>. validate_manifest.py fails
when SOURCES.md differs from the generator output.
LICENSES/README.md has one row per tool whose license string equals the manifest license verbatim; the cancelled NKit NativeAOT/patch text is gone.
README.md documents the metadata-only scope, {os}/{arch}/{file} layout, consumer
contract, pipeline, trust model, secrets, first-use checklist and known limitations.
SECURITY.md carries the real per-workflow permissions: table (asserted by a test),
reporting and key-rotation guidance.
Step 0 follow-ups: chdman toolchain is npm @emmercm/chdman-<platform>@<version>;
xdelta3 is out of the Android publish matrix; nkit is upstream-release.
Task 3 — manifest validation hardening
Task 3 commits: c890d49 (task2-followup), d94a1e7 (validator/rules/schema/manifest), dfc3147 (tests). Full raw verification output is in the Task 3 verification comment.
What changed
scripts/validate_manifest.py — refactored into importable functions returning (errors, warnings); prints all problems and exits 1 if any error; new --strict
(warnings become errors; CI stays non-strict for now). Rules added: platform key
allow-list, <os>/<arch>/<basename> path/basename/../windows-.exe checks, sha256
and size checks, status rules (mismatch→error, unverified→warning+note), nkit
single-file rules, same_as identity (sha256 and size) plus no chains/cycles, universal macos-only and hash-matched, hash-sharing rules, tool version/license/upstream_repo/provenance, version_alias_of, placeholder bans
for version/toolchain, built-from-source source_commit/source_ref/toolchain/ patches, npm package/dist_integrity, and exact checksums.sha256/versions.json
contents.
schema/manifest.schema.json — added version_alias_of, note, package (tool-level)
and note (platform-level); version is now required via anyOf
(versionorversion_alias_of).
scripts/gen_checksums.py — aliased tools are skipped when writing versions.json; checksums.sha256 still lists every file.
manifest.json — unecm drops the invented version: "0.0.0" for version_alias_of: "ecm" + note.
versions.json — regenerated; unecm key removed.
tests/test_manifest.py — +44 tests (101 total), one negative test per rule.
Not changed:checksums.sha256 is byte-identical (git diff 2e0ca37..HEAD -- checksums.sha256 is empty); no sha256/size/version/commit SHA/license value was edited.
Steps 4.2 and 4.3 were no-ops: the live manifest.json contains no source_ref, source_commit or toolchain keys at all, so there was nothing to remove. Details, plus
the other items needing a decision (saturn-patcher.upstream_repo, legacy chdman npm
entry, unecm alias consumers), are in the verification comment.
Summary
Many workflows used single-brace pseudo-expressions like ${ inputs.os }, which GitHub treats as plain text. Inputs/secrets/matrix values were never resolved, and if: ${ ... } conditions were invalid. This PR converts every GitHub expression to the real ${{ ... }} form, quotes the one bare string literal in an if: condition, and adds a CI guard so the bug cannot come back.
This task touches only.github/workflows/*.yml. No logic, input names, job names, file layout, hashes, versions, commit SHAs or licenses were changed. manifest.json, checksums.sha256 and versions.json are untouched.
.github/workflows/publish-sourceforge.yml:299 — if: ${{ inputs.dry_run == false }} (false is a valid boolean literal, no quotes needed)
Guard step added to .github/workflows/ci.yml (first step after checkout, inside the existing validate job):
- name: Forbid single-brace expressionsrun: | if grep -rnE '[$][{] ' .github/workflows; then echo "::error::single-brace expression found; use the double-brace form" exit 1 fi
Verification
All outputs below are the real command outputs, pasted verbatim.
1. BEFORE counts (grep -c '[$][{] ' .github/workflows/*.yml)
$ python3 -c "import yaml,glob; [yaml.safe_load(open(f)) for f in glob.glob('.github/workflows/*.yml')]; print('yaml ok')"
yaml ok
5c. actionlint over .github/workflows/
actionlint was not preinstalled and there is no go toolchain in the image, so it was installed from the official release binary (rhysd/actionlint v1.7.12, linux_amd64).
$ if grep -rnE '[$][{] ' .github/workflows; then echo "::error::..."; exit 1; else echo "guard: PASS (no single-brace expressions)"; fi
guard: PASS (no single-brace expressions)
Needs a decision / found but NOT fixed
Deliberately left alone (out of scope for this task, as required):
eval usage in .github/workflows/publish-sourceforge.yml lines 230, 234 and 271 (eval rsync ..., eval $CMD). The eval there is needed to expand the pre-built command/flag strings, but it is a shell-injection surface worth reviewing in a dedicated task. No sshpass usage found anywhere.
Action pins use floating major tags (actions/checkout@v4, actions/upload-artifact@v4, actions/download-artifact@v4, actions/setup-python@v5, actions/setup-dotnet@v4, actions/setup-node@v4). Pinning to SHAs would be a separate hardening change. dtolnay/rust-toolchain@1.85.0 is version-pinned.
check-all-versions.yml has no permissions: block (defaults to the repo default token scope). Every other workflow declares explicit permissions; this one does not. Left as-is per the "no permission changes in this task" rule.
Hard-coded version strings (version: mame0289, version: "3.1.0", GrindCore 0.9.0 in build-nkit.yml) — real values, not part of this task.
fetch_android_bins.yml uses runs-on: ubuntu-latest while sibling build workflows pin ubuntu-22.04; a consistency question, not an expression bug.
This PR was created by an AI agent (OpenHands) on behalf of the user.

Walkthrough
Build workflows now resolve selected source references and build multiple targets. The publishing workflow validates inputs and artifacts, then updates manifest data. Manifest validation adds metadata, platform, reference, and generated-file checks. Version aliases are supported in manifest data and generated versions.
Changes: Build and fetch workflows
Layer / File(s)
Summary
Source resolution and multi-target builds .github/workflows/build-saturn-patcher.yml, .github/workflows/build-xgdtool.yml, .github/workflows/fetch_android_bins.yml
The workflows resolve source references to commit SHAs and build or fetch binaries for multiple targets. They upload per-target artifacts and pass source and build metadata to publishing.
The NKit build workflow and the patch that limited project target frameworks to net10.0 are removed.
Publish validation and manifest publishing
Layer / File(s)
Summary
Publish input, artifact, and manifest-update checks scripts/validate_publish_inputs.py, scripts/check_publish_artifact.py, scripts/update_manifest_entry.py, tests/test_publish.py
New scripts validate publishing inputs and downloaded artifacts. Manifest updates validate arguments and reject a changed filename basename. Tests cover accepted and rejected inputs, artifacts, and updates.
The workflow calls the validation scripts, handles SSH credentials and dry runs, updates manifest data, and limits pull-request changes to approved generated files.
Manifest validation and version aliases
Layer / File(s)
Summary
Manifest schema and validation schema/manifest.schema.json, scripts/validate_manifest.py, tests/test_manifest.py
The schema and validator add version aliases and checks for tool metadata, platform entries, references, shared hashes, universal macOS binaries, and generated files. Tests cover validation results and strict mode.
Version aliases and generated data manifest.json, scripts/gen_checksums.py, scripts/gen_sources.py, versions.json, SOURCES.md
The unecm entry aliases the ecm version. Version generation omits aliased tools, and the existing unecm version entry is removed. Source documentation is generated from the manifest.

Merge Risk: High · up to 2a443
Live SourceForge publishing is likely to fail or silently do nothing for several tools. The causes include missing secrets pass-through, a changed-file gate that rejects the artifact download, validation of a stale SOURCES.md, missing chdman integrity metadata, and a concurrency group that can cancel platform legs. Fix these before relying on the publish workflows. Documentation fixes for the fetch command and the purge workflow are small follow-ups.
Security architecture risk: Moderate · up to 2a443
The publication controls improve input handling and SSH security, but the release transition remains unsafe: newly added checks can reject the metadata update after a live binary has already been replaced, and independent runs can publish competing replacements. Checksum verification contains the integrity impact by rejecting mismatched downloads, but publication and recovery can remain blocked.
Retained concerns
Medium · reliability · inferred: New metadata gates can strand an already-published binary without its corresponding manifest update. Publishing changes version or provenance fields but regenerates only checksums.sha256 and versions.json; the new validator then rejects stale SOURCES.md. Adding SOURCES.md to the update would also conflict with the publication file allowlist. Independently, that allowlist rejects the downloaded artifact directory, which the repository does not ignore or remove before checking git status. These failures occur after the live SourceForge upload and before the metadata PR, with no compensating remote rollback. Upload-before-validation existed at the base, but the incompatible generated-file and workspace gates are introduced here.
Medium · reliability · inferred: Independent publication runs can replace the same mutable remote artifact without coordination. The concurrency key now includes github.run_id, while the remote destination contains only OS, architecture, and filename. Different runs can therefore upload different bytes and prepare separate PRs containing different hashes for the same path. Run-specific branches contain same-branch Git races but do not bind the chosen manifest update to the last remote upload. The base's broken expressions produced a shared literal concurrency group; repairing the workflow while introducing per-run groups activates this concurrent-writer exposure. Consumer checksum checks detect disagreement, but neither PR creation nor integrity verification restores the matching artifact.
Security review details
Security Blast Radius
inferred — The directly affected assets are published binaries under the openrom-binaries SourceForge project and their repository manifest records. A conflicting replacement affects consumers of that tool/platform path; metadata-generation or PR-gate failures can affect publication across callers of the shared workflow. No cross-tenant service exposure was established.
Security Findings and Attack Paths
inferred — The supported failure path requires an authorized non-dry-run publication with configured credentials: replace the remote binary, then fail a metadata gate or race another run. This creates disagreement between distributed bytes and trusted metadata, not a demonstrated checksum bypass or unauthenticated code-execution path.
Trust Boundaries and Controls
observed — Publication inputs enter through workflow dispatch or reusable workflow calls. Validation restricts targets, requires a known manifest tool, checks metadata formats, and rejects control characters. Environment-variable transport and argument arrays avoid interpreting version and toolchain values as shell commands. These controls constrain syntax and destination scope; they do not authenticate artifact provenance.
Resilience and Maintainability Implications
observed — The download consumer removes a file and exits on hash or size mismatch. This contains acceptance of inconsistent replacements, but turns publication disagreement into unavailable verified downloads. The separate remote-integrity workflow detects the same disagreement without rollback.
Hardening Proposals
proposed — Treat publication as a recoverable release transition: generate and validate every required metadata record before live replacement, separate artifact staging from the metadata change allowlist, and coordinate competing writers. Immutable artifact locations with an explicit promotion step would reduce dependence on rollback of mutable filenames.

Preserve the toolchain as one argument.
The corrected input expression now passes actual toolchain values into this command. For example, .github/workflows/build-nkit.yml passes .NET SDK 10.0.x NativeAOT; eval splits it into several arguments, and update_manifest_entry.py rejects the extra arguments. This blocks the NKit publish jobs. Build a shell argument array and invoke it without eval. (raw.githubusercontent.com)

Fail real publishes when SourceForge credentials are missing.
The reusable callers, including .github/workflows/update-binary.yml, do not pass SourceForge secrets. When dry_run is false, the empty SF_USER still selects this dry-run branch. The workflow can then push a manifest update for a binary that was never uploaded. Pass the secrets from callers and fail the job when either credential is missing for a real publish. Match all single-brace expressions.
The pattern only matches ${ , so it misses invalid forms such as ${github.ref}. A future workflow can reintroduce that form while this check succeeds. Match ${ when it is not followed by {, for example with grep -rnP '\$\{(?!\{)' .github/workflows. This preserves valid ${{ ... }} expressions. (raw.githubusercontent.com)

Allow direct dispatch to select an artifact run.
A workflow_dispatch run has no earlier upload in this workflow. actions/download-artifact@v4 searches the current run by default, so direct dispatch cannot find an artifact from a build run. Add a run ID input and pass it with an authenticated token for direct dispatch. (raw.githubusercontent.com)

Pass SourceForge secrets to every publishing caller.
When dry_run is false, an unpassed SF_USER makes publish-sourceforge.yml enter its dry-run branch and exit successfully without uploading. Reusable workflow secrets are not inherited automatically.
Add secrets: inherit to every local publishing caller: update-binary.yml, all five publishing jobs in update-chdman.yml, all five in build-nkit.yml, and the publishing jobs in build-saturn-patcher.yml, build-xgdtool.yml, and fetch_android_bins.yml.

Verification 3 — actionlint (v1.7.12, official release binary; shellcheck findings would count as errors)
No shellcheck binary is present in this image, so actionlint's shellcheck-based rules are inactive; the workflow was written to be shellcheck-clean (quoted expansions, bash arrays, if ... then ... fi instead of && chains).
Verification 5 — local simulation of the secret scenarios
Steps were extracted from the workflow YAML and executed with bash -e; GitHub stops the job when a step exits non-zero, so the rsync step only runs if setup-ssh succeeded.

Found but NOT fixed
Write Step Summary uses cat << EOF (unquoted delimiter) into $GITHUB_STEP_SUMMARY. Values come from validated inputs and the computed sha/size, so there is no injection path, but an unquoted heredoc still expands backticks/$(...) in content. Left as-is (not in scope).
The reusable workflow declares contents: write and pull-requests: write unconditionally, even for dry runs that never push or open a PR.
actions/download-artifact@v4, actions/checkout@v4, actions/upload-artifact@v4 remain floating major tags (SHA pinning is a separate hardening task).
fetch_android_bins.yml and others still pass version: mame0289 etc. as literals; no change here.
check-all-versions.yml still has no permissions: block (Task 1 note, still open).
Decisions needed
Permissions scope: keep contents: write + pull-requests: write at the top level as instructed, or narrow per-job / split the dry-run path so dry runs get read-only? Narrowing is a separate decision; left unchanged here.
Known-host verification: the workflow now prints pinned host-key fingerprints so a maintainer can compare them with SourceForge's published values. Should a future task add a hard-coded expected-fingerprint assertion (fail if they differ), or is the printed comparison enough?
toolchain regex allows spaces and ()+,/:=. (needed for rustc 1.85.0 (x86_64-unknown-linux-musl) and GCC / CMake Linux). Confirm this character set is acceptable; it is intentionally broad but excludes shell metacharacters (;, $, backtick, quotes, |, &, <, >).

Exclude the downloaded artifact from the changed-file gate.
After actions/download-artifact@v4 writes to download_artifact, git status --porcelain reports that directory as untracked. The repository does not ignore it. This check therefore marks it unexpected and stops every otherwise successful non-dry-run publish before PR creation. Check only the files intended for the PR, or ignore the download directory before this gate. (raw.githubusercontent.com)

Reject an empty artifact before upload.
If the artifact contains one zero-byte file with a valid name, check() accepts it. With dry_run=false, the workflow then uploads that file before update_manifest_entry.py rejects its size. SourceForge can contain an empty replacement while the manifest remains unchanged. Reject a zero-byte file in this checker, before the upload step.

Reject dot basenames for new platform entries.
RE_BASENAME accepts . and ... If the selected platform has no existing path, the later basename comparison cannot reject either value, and this script writes a non-file path to the manifest and checksums. Reject both basenames here. Test that rejection with a platform that has no existing entry; the current .. test passes because an existing basename differs. (raw.githubusercontent.com)

scripts/validate_manifest.py — rewritten. Now returns (errors, warnings) lists and
prints all of them; --strict folds warnings into errors; exit 1 if any error.
New rules: platform key allow-list, <os>/<arch>/<basename> path check, basename
charset, no .., windows .exe, sha256 64-hex, size ≥ 1, status allow-list, mismatch→error, unverified→warning+note; nkit single-file rules; same_as must exist,
same tool, not itself, not a chain, and match sha256 and size; universal macos-only
and hash-matched; hash-sharing rules; tool version/license/upstream_repo/provenance; version_alias_of; placeholder bans for version and toolchain; built-from-source source_commit/source_ref/toolchain/patches; npm package/dist_integrity;
exact checksums.sha256 and versions.json contents.
schema/manifest.schema.json — added tool-level version_alias_of, note, package,
platform-level note; version now required via anyOf (versionorversion_alias_of).
scripts/gen_checksums.py — aliased tools are skipped when writing versions.json; checksums.sha256 still lists every file.
tests/test_manifest.py — +44 tests, one negative test per rule plus the required
same_as / universal / status / placeholder / alias / generated-file / strict cases and
positive live-manifest checks.
.github/workflows/publish-sourceforge.yml — Step 0 follow-up only (heredoc → printf).
check-all-versions.yml — SC2155 (line 41); also still lacks an explicit permissions: block.
check-versions.yml — SC2016 (line 24).
verify-sourceforge.yml — SC2016 (line 31).
xdelta3 has a platform-level version: "3.2.2" on android/arm64-v8a (from the
migration script). Left as-is: it is not a top-level version, and changing it is not in
scope here.
Floating action tags (@v4 etc.) are pinned to major tags, not SHAs — out of scope.
Decisions needed / found but NOT fixed
Step 4.2 is a no-op: the live manifest.json contains nosource_ref or source_commit at all (verified with grep -rnE 'source_ref|source_commit' manifest.json
→ no matches). There was nothing to remove. The migration script can synthesize source_ref from version strings, but it has not been run against the live manifest
(and was not re-run). So saturn-patcher / xgdtoolsource_ref values 0.1.0 / 1.0.0 mentioned in the task text do not exist in the current tree. If the intent was to pin them, that needs network access to git ls-remote --tags and is a separate decision.
Step 4.3 is a no-op: there are notoolchain values in the live manifest either
(grep -rnE '"toolchain"' manifest.json → no matches). Nothing to remove. The
validator's placeholder rules are still implemented and tested.
saturn-patcher.upstream_repo is https://github.com/M5Devs/saturn-patcher, while
the original build workflow used https://github.com/ralfguth/saturn-patcher-egui.
Left unchanged as instructed — needs a human decision.
chdman npm entry is "legacy" (no package/dist_integrity). It currently emits a
warning. Recording the real package + dist_integrity is Task 4/5 work.
unecm alias: version_alias_of: ecm means unecm no longer appears in versions.json. Any consumer that expected an unecm key must read ecm instead —
flagging in case that matters downstream.
build_flavor: legacy-unknown on nkit means the strict built-from-source source_commit/source_ref/toolchain requirement does not apply to it (only a
warning). If nkit should be pinned, that is a data decision.
Share one implementation of the generated-file logic with gen_checksums.py.
expected_checksums and expected_versions repeat the formatting and alias-skip logic in scripts/gen_checksums.py (Lines 17-40). This PR had to change both copies for version_alias_of. If the two copies drift apart, the validator reports "out of date" for files that the generator just wrote.
Have gen_checksums.py import these two functions. It can then write their output directly.

Handle aliased tools in version consumers and the updater.
unecm is intentionally absent from versions.json because it aliases ecm. scripts/migrate_to_manifest.py tolerates the missing key with versions.get(tool_canonical, "0.0.0"), but this assigns unecm the incorrect fallback version instead of resolving ecm. The updater also accepts --version for an aliased tool, then scripts/gen_checksums.py silently omits the value.
Resolve version_alias_of before reading a version. Reject --version for an alias or update its canonical target. Do not assign 0.0.0 when the missing key is an alias.

Install jsonschema in the publish workflow.
.github/workflows/ci.yml installs jsonschema, but .github/workflows/publish-sourceforge.yml does not. Its non-strict validation can skip schema validation when the runner lacks the package and still return success. Add an explicit jsonschema installation before validation.

Found but NOT fixed
Docs still reference the removed NKit build.SOURCES.md:11 and LICENSES/README.md:14 still mention patches/nkit/0001-single-tfm-net10.patch
and "Built NativeAOT". Docs are Task 5's scope; left unchanged here.
README.md "NKit NativeAOT Single-File Policy" still describes the removed
build. Also Task 5.
fetch_android_bins.ymlxdelta3 upstream asset is dynamically linked
(see Decisions needed). The static check is scoped to the four built/npm tools
and xdelta3 gets an explicit report so one leg cannot block the whole matrix.
Floating action major tags (actions/checkout@v4, actions/upload-artifact@v4, actions/download-artifact@v4, actions/setup-node@v4). Pinning to SHAs is a
separate hardening change.
publish-sourceforge.yml job concurrency.group uses github.run_id, so
two legs of the same tool in one run serialize, but a re-run gets a new
group. That matches the task text (publish-manifest-${{ inputs.tool }}-${{ github.run_id }}).
Decisions needed
package/dist_integrity are not recorded in the manifest for chdman. update-chdman.yml now computes the npm dist.integrity (sha512) and verifies
the tarball against it, but recording it in the manifest is explicitly out of
scope for Task 4. validate_manifest.py --strict currently flags chdman as a
"legacy npm-package entry (no package/dist_integrity recorded)".
chdman.toolchain value "npm package @emmercm/chdman-*" is rejected by
the validator's toolchain rule (it must name a concrete version; the * and
the lack of a digit fail the check). validate_publish_inputs.py still accepts
it because its regex allows *, but a real dry_run=false publish run would
fail at update_manifest_entry.py/validate_manifest.py. I did not change the
value (it is pre-existing and changing it would edit manifest data). Please
decide the intended toolchain string for npm-extracted tools.
xdelta3 android static-linking. The task requires the static check to fail
hard, but the official jmacd/xdeltav3.2.2 linux-arm64 asset is dynamically
linked (PT_INTERP present), so a hard check would fail every run. I scoped the
hard check to chdman/maxcso/ecm/unecm and emit a warning + step-summary line for
xdelta3. Decide whether to (a) accept a dynamic xdelta3, (b) build xdelta3
statically from source, or (c) drop xdelta3 android coverage.
nkit provenance label. It is built-from-source with no build workflow
now; the note says the binaries predate the manifest. Consider whether it should
be re-labelled (e.g. upstream-release) in a later task.

Keep unecm updates consistent with its version alias.
When an operator publishes unecm through .github/workflows/update-binary.yml, that workflow requires a version. scripts/update_manifest_entry.py then writes the version onto unecm without removing version_alias_of. The schema and validator accept both fields, but version generation still omits unecm. The publish can therefore produce a manifest that records one unecm version while consumers resolve the alias to ecm’s version. Update the publish path to handle aliased tools explicitly, and reject conflicting version and alias fields. (raw.githubusercontent.com)

Resolve version aliases before comparing releases.
With the new unecm alias, this lookup reads no version and assigns 0.0.0. Because the upstream repository has releases, the scheduled check reports unecm as an update from 0.0.0 even though its declared version comes from ecm. Resolve version_alias_of before the comparison, or skip aliases when their target is already checked. (raw.githubusercontent.com)

Set persist-credentials: false on the upstream checkout.
The build job checks out the upstream repository with the default persist-credentials: true. actions/checkout@v4 then stores the GITHUB_TOKEN in saturn_src/.git/config. The next step runs cargo build in that directory, which executes the upstream crate's build.rs and its dependencies' build scripts. Build code can read the stored token.
The top-level permissions block grants contents: write and pull-requests: write to every job, including build. The stored token therefore has write access to this repository. The build job does not use git credentials after the checkout, so disabling persistence removes the exposure without changing the build.
The same checkout pattern appears in build-xgdtool.yml and fetch_android_bins.yml. Apply the same change there.

Pass canonical tool versions to publish-sourceforge.yml.
The Android publish matrix does not define version, and the reusable workflow call omits it. The manifest update therefore keeps the previous version.
Add matrix.version to the publish call and populate it with each tool’s canonical manifest version. Do not pass the fetch input values blindly: chdman npm 0.289.0 maps to mame0289, maxcso npm 0.1130.16 maps to 1.4.0, and the top-level xdelta3 version is 3.2.0 even though its Android artifact records 3.2.2.

Fix the concurrency group. It cancels queued publish legs.
The group publish-manifest-${{ inputs.tool }}-${{ github.run_id }} is the same for every matrix leg of one tool in one run. build-saturn-patcher.yml starts five legs. build-xgdtool.yml starts three legs. A concurrency group allows one running job and one pending job. A new queued job cancels the previous pending job. cancel-in-progress: false protects only the running job. With five parallel legs, one runs, and the 2nd, 3rd and 4th are cancelled as later legs queue. Only the last one runs after the first finishes. Most platform entries are then never uploaded or recorded in the manifest.
The old group included OS and architecture, so each leg had its own group. The shared publish/<tool>-<run_id> branch still needs the legs to run one at a time. Otherwise the second push is rejected as non-fast-forward. Give each leg a unique group and serialize the legs with max-parallel: 1 in the caller matrices.

Carry verified npm integrity into the manifest update.
The extract step verifies dist.integrity, but its output contains only mame_version. Once the toolchain input is corrected, a live publish sets chdman’s build_flavor to npm-extract without recording dist_integrity. scripts/validate_manifest.py then fails after the SourceForge upload and before the manifest pull request. Record the verified integrity under a schema that can distinguish the five platform packages, and pass it through the publish path before uploading. (raw.githubusercontent.com)

The main OpenROM repo still expects binaries inside the bins repo. In M5Devs/OpenROMscripts/fetch-binaries.sh sets CHECKSUMS_URL=.../M5Devs/OpenROM-bins/main/checksums.sha256 and downloads
binaries from SourceForge, and Release.yml calls bash scripts/fetch-binaries.sh --os windows --arch x86_64 --dest assets/windows.
This repo publishes the manifest/checksums it consumes; the consumer side is
out of scope here.
Floating action major tags (actions/checkout@v4/@v5, actions/upload-artifact@v4, actions/download-artifact@v4/@v5, actions/setup-node@v4). Pinning to SHAs is separate hardening.
chdman package/dist_integrity not recorded in the manifest (only

saturn-patcher / xgdtool are built-from-source but unpinned until their

Decisions needed
License strings vs upstream SPDX IDs. The manifest uses GPL-2.0-or-later OR BSD-3-Clause (chdman), GPL-2.0-only (ecm/unecm) and GPL-3.0-or-later (saturn-patcher), while GitHub's license API returns the
deprecated IDs NOASSERTION (mame), GPL-2.0 (ecm) and GPL-3.0
(saturn-patcher-egui). I did not change either side; decide which spelling is
canonical (SPDX vs GitHub's deprecated IDs).
jmacd/xdelta has no license file GitHub can detect (404 on the license
API); the manifest says Apache-2.0. The full text is not vendored here.
nkit provenance is upstream-release but unverified — the note says the
binaries are believed to come from the NKit CLI release zips. Confirm the
actual source or re-upload from a known artifact.
xdelta3 android is not rebuilt (upstream asset is dynamic). Decide whether
to build it statically from source, accept a dynamic binary, or drop the
android entry.

Store package provenance per platform.
Each publish leg writes its package name to the single chdman.toolchain field. The last leg therefore replaces the package provenance for the other four platforms, and SOURCES.md reports that one package for the tool. Store the package and version per platform, or use a tool-wide value that does not identify one platform. (raw.githubusercontent.com)

Review comment at @scripts/validate_manifest.py around lines 363 - 372:
Update the publish workflow after update_manifest_entry.py so it regenerates
SOURCES.md before validation; include SOURCES.md among the allowed changed files
and stage it with the other generated manifest files. This keeps the SOURCES.md
comparison in validate_manifest.py consistent with the updated manifest.

Specify the target platform in the verification command.
Without --os and --arch, the script downloads every platform into the same directory. Files with the same basename overwrite each other; on Linux, the final chdman is the macOS x86_64 binary. Show a command with platform filters so users receive a usable binary. (raw.githubusercontent.com)

Update the fetch-bins.sh command in the Linux / macOS verification instructions
to include --os and --arch values for the intended target platform, so it
downloads only the matching binaries.

Correct the purge workflow description.
purge-history.yml rewrites the runner’s local checkout but has no push step. The remote history remains unchanged after the workflow succeeds. Describe that limitation or implement the documented remote purge. (raw.githubusercontent.com)

Update the purge-history.yml entry in the security documentation to clarify that
the workflow rewrites only the runner’s local checkout and does not change
remote history; do not describe it as force-pushing rewritten history.

scripts/validate_manifest.py— refactored into importable functions returning(errors, warnings); prints all problems and exits 1 if any error; new--strict(warnings become errors; CI stays non-strict for now). Rules added: platform key

Many workflows used single-brace pseudo-expressions like
${ inputs.os }, which GitHub treats as plain text. Inputs/secrets/matrix values were never resolved, andif: ${ ... }conditions were invalid. This PR converts every GitHub expression to the real${{ ... }}form, quotes the one bare string literal in anif:condition, and adds a CI guard so the bug cannot come back. This task touches only
.github/workflows/*.yml. No logic, input names, job names, file layout, hashes, versions, commit SHAs or licenses were changed.manifest.json,checksums.sha256andversions.jsonare untouched.Changes
