Repositories that use MSX organization defaults now receive the complete, copy-ready pull request description scaffold from the public MSX PR Format. Authors can delete unused groups and blocks while retaining the audience-first structure; repositories with their own template remain unchanged.

Changed: Organization pull requests use the complete public scaffold

The organization fallback template now includes every classified result group in the required order, one scoped Technical details and Related references pair per result, the four-column standards and framework alignment table, and consumer or template release-evidence prompts. Authors delete empty groups instead of submitting empty headings.

Internal-only changes place supporting blocks directly after the marker. The final Release decisions block and release:* labels remain limited to routes that invoke Release Management; unmanaged routes delete the block and apply no release labels.

Technical details

The inherited template embeds the complete canonical scaffold from MSXOrg/docs commit fb09fa5. Hidden comments retain title, deletion, reference, internal-only, and release-route guidance without adding visible boilerplate to completed descriptions.
