docs: remove stale pre-release wording for v1.4.0

Scope

Minimal pre-release stale-documentation cleanup for v1.4.0.

Only two durable historical documentation corrections are included:

• docs/architecture/PDO_PAGINATION_CONTRACT.md

  • removes obsolete future-tense Jules/Codex implementation wording
  • records that Runtime, tests, documentation, and compliance implementation are completed and verified
  • does not change the Pagination Runtime contract

• docs/adr/0002-ordering-hard-delete-compaction.md

  • converts the obsolete present-tense v1.1.0 is currently reserved wording into accurate historical wording
  • preserves the ADR as Accepted — Deferred
  • does not authorize or implement hard-delete compaction

Scope protection

No changes to:

• src/**
• tests/**
• .github/workflows/**
• composer.json
• CHANGELOG.md
• Standards/Profile files
• STANDARDS_MANIFEST.md
• Transaction/Savepoint Runtime or documentation
• release/tag state
