MDBF-1238: Q4 platforms update

New:

• Fedora 45: server (from 12.3, the version Fedora 45 ships) and Connector C, ODBC and C++
• Ubuntu 26.10: server (from 11.8)
• Fedora 44: Connector ODBC and C++ (the server and Connector C have it)

Removed:

• Debian 11 (EOL): server and connectors
• Fedora 42 (EOL): Connector C++

Branch protection (GITHUB_STATUS_BUILDERS):

• aarch64-debian-11 is replaced by aarch64-debian-12.
• amd64-debian-11-debug-ps-embedded is replaced by amd64-debian-12-debug-ps-embedded.
• The Galera tests move from aarch64-debian-12 to aarch64-debian-13, as they are too slow/flaky for a status builder.

Other:

• amd64-debian-11-aocc is replaced by amd64-debian-12-aocc.

The required checks in the GitHub branch protection rules must be renamed when this is deployed.

Build failures aside its looking very good. Ubuntu-26.(04,10) might need a newer runner on kernel to avoid "tar: ./usr/share/doc: Cannot stat: Function not implemented".

srpm-rhel-7 doesn't want to build anymore so I will remove it and live with the last successful build on quay.

Tests I've run locally. If I have your blessing to merge, please approve 😇

1. Successful compilation (amd64 only) across supported mariadb versions:

• newer aocc - pass
• fedora 45 - pass
• ubuntu 26.10 - pass

MTR tests will run on buildbot.dev.mariadb.org for a final validation

2. Extensive testing for the branch protection swap: amd64-debian-12-debug-ps-embedded vs amd64-debian-11-debug-ps-embedded

• compilation - pass on both
• mtr - no newer failures on amd64-debian-12-debug-ps-embedded

3. Connectors compile on Fedora 45

• confirmed with Lawrin that failing branches are fine, needing just a rebase/merge.

Connector tests will run on buildbot.dev.mariadb.org for a final validation

Manual verifications:

• aarch64-debian-12 replacement for aarch64-debian-11 as a status builder,
  is green on all supported mariadb branches (galera failures were expected and will not be part of branch protection)
