Add distributed write idempotency (UseDistributedIdempotency + UseRedisLock wait-and-replay; not HTTP 409, not exactly-once) and 2026 MRTR confirmation elicitation. Memory idempotency stays the default; the package does not reference BuildingBlocks.Idempotency.
