feat(plugin): publish the Codex plugin as 1.1.0

The portal refuses an upload whose version matches what is already
published, and 1.0.0 is live in the directory since 2026-09-17.

Minor rather than patch: 1.0.0 shipped without requires_local_executor,
because the portal gated the flag on approved publishers and we were not
one. OpenAI whitelisted us on 2026-09-18, so this is the first build that
carries it, and the flag is what lets the plugin run in ChatGPT desktop
rather than Codex alone. That is added capability, not a fix.

Also carries the 30-character subtitle from #1836, which 1.0.0 predates.
