DefaultsPlugin depending on itself has historically caused some pain for major gradle version upgrades.
Let's try the same thing but with this being optional based on an ENV flag and have it tested both on and off in the CI matrix, and then use it for releases but have the option to toggle it off if necessary for bootstrapping the next major version.
