Scope
Implements Tutor Quality Stage 1 as a deterministic instructional-integrity foundation. This adds the Tutor Quality SSOT, a reusable fake-provider Scenario Runner, permanent regression case TQ-REG-001 for the PWM incident, adversarial provider tests, deterministic Course-Content quality validation, and named CI hard gates.
Relationship to existing review PRs
This branch is based on and supersedes the implementation scope of PR #112 (
fix/tutor-question-quality-and-repetition). Its runtime fixes and regression tests remain in history and are extended here. The Course-Content consumer in UnoSim-Examples is handled by its corresponding Stage 1 branch based on PR #2.PR #112 should be closed manually after this replacement PR has been reviewed; no automatic closing or merge is requested.
