revert: withdraw automatic graph actor provenance

Withdraw PR #663's automatic graph actor materialization and restore the previous schema, CLI, cluster configuration and public API contracts. Authenticated identity, signed grant and Cedar enforcement, and commit attribution remain. Customer-defined Actor and OmniActor types remain ordinary schema types.

The merged #676 compatibility repair is retained. Later Date/search fixes, query-cache improvements, GQ branch statements, and the unrelated recovery-test failpoint isolation fix from #663 are preserved. RFC 0054 remains allocated with its withdrawal recorded; replacement actor designs are deferred.

The revert does not downgrade stored data. Schema IR v3 and actor-extended cluster ledgers remain unsupported. An early version preflight refuses live or staged v3 IR before open can run recovery. This closes a reproduced rollback hazard: the previous CLI rejected v3 but deleted schema staging files first.

Validation:

• Current integrated source: 75 focused lifecycle/cache/authentication tests and both strict workspace Clippy configurations pass locally. Signed branch statements retain exact graph/action grants; v2 initialization and pre-recovery v3 refusal remain intact.
• Workspace/failpoint tests, both Clippy graphs, deterministic simulations, GQ logic tests, AWS-feature server tests, the V5/V6 format fence, and static checks passed in CI at 5d275af2655ae39bd482a93668ad548453cca4d8. Synchronizing with the fix: preserve CLI targeting and embedding APIs with managed data access #676 merge produced f3b409280910f649fb41a8255914bdb5648caef7 with an identical source tree; all executed checks passed again on that head (CI). Merged as 47f6c2a0a27fcf4466becc30732a548662303286.
• Added regressions cover unchanged files on v3 refusal, v2 initialization/public options, legacy ledger serialization, plain/JSON schema output, and customer-owned actor types.
• The earlier revert baseline also passed the complete local macOS workspace/failpoint suite and an old/new CLI compatibility probe. The simulation cost golden accounts for two additional schema GETs per open; all other counters are unchanged.
• Formatting, documentation/index checks, spelling, and whitespace checks pass. RustFS/Azurite integration jobs are configuration-skipped.
• No deployment or live data migration. Downstream control-plane qualification follows at the merged revision.
