Expose upstream ACM inputs for external DNS validation workflows. Add create_route53_records_only, validation_record_fqdns, acm_certificate_domain_validation_options, and distinct_domain_names with validation guardrails. Make certificate_transparency_logging_preference configurable and document new usage patterns in README.
