Add scalar and payload Block/Warp Reduce and Sum with root-only results. Full-input i32 Block/Raking Reduce accepts function items, stateless closures and one immutable Block-uniform i32 capture. The checked request-v2 callback transport and native ABI are included with this first consumer, along with the transition of earlier consumers from compiler 96caed46 to 732bec8e.

Builds on #12117. The supported callback compiler is pinned to 732bec8e in NVIDIA/cuda-rust#1625. The owning comparison isolates this review unit; the GitHub diff against main is cumulative.

Validation on the reconstructed layer: formatting, host tests, clippy and docs; native callback identity/ABI checks; standalone ordinary and HTTPS-toolchain Normal builds with automatic backend selection; GPU assertions and memcheck, racecheck and synccheck. The two device artifacts match. Existing compiler installations were reused.

This PR remains draft.
