docs: calibrate agentic scheduler prior art

Purpose

Calibrate FlowKernel against the closest agentic scheduler and policy-enforcement prior art without changing the C-first research target or R0-R7 dependency order.

• Adds SchedCP and Kgent as direct agentic scheduler baselines.
• Adds Shielded RL, Progent, and the documented sched_ext ML experiment as required comparison points.
• Narrows the candidate contribution to the still-unproven combination of runtime bounded proposals, deterministic C-first authority, capability semantics, and independent fact acceptance.
• Aligns the README, research questions, and experiment gates with that calibration.

• No credential, private data, proxy setting, or workstation-specific path is included.
