#4290 create vendor directly in form

Changes

Made it possible to add vendors through a dropdown below the vendor field in Reimbursements as opposed to a button on the side where you had to add a vendor earlier.

If you made UI changes you must post a screenshot of the whole page for each change in 1) a normal sized window and 2) the smallest possible window
