Update release workflow (remove auto commit Changelog)

Rewrite the release workflow definition to a workflow that does not commit to the main branch based on #142 discussions.

@max-sixty Sorry, I wanted to release 0.11.1 but it turned out to be 0.12.0.......
Remove semantic_release as it cannot be handled.

We can align versions again as we release more in the main repo (dev slowed down for a bit but is picking back up!)

I don't have a strong view on the release approach. As ever — nice to have it automated, even better if the automation is correct! :) So your call if you have a view...
