I noticed the release workflow has been triggered (and failing) for PRs opened by Renovate that hasn't been merged. This updates the filter that we should have updated when we stopped using Dependabot.

This PR removes the filter by actor, given that was added because Dependabot wasn't allow to sign the artifacts. Now Renovate can handle that, so we don't need the filter anymore.
