This PR migrates the solution file to slnx and removes the Setup project from the solution as a project that never got built.
Instead, it is now in the project as a file, which makes it possible to view/edit it easily if needed.
The primary motivation for this change is to ensure that the NuGet Audit workflow works properly in this repo when a vulnerable package is referenced.
