Service-create plans expose typed port mappings and health checks, translated human review, and verified assigned-port receipts. The normal confirmation/apply/operation path updates the same review dialog without changing approved intent; stale session or replaced-plan results remain ignored. Services are created stopped and require a separate approved start.
Validation: 36 focused command/resource cases, two confirmation-to-result UI cases and six label/template cases passed, including all thirteen locales. Thirteen release-preparation contracts passed; dependency graphs and command protocol remain unchanged. The new test is included in existing CI and bridge packaging. Matching Engine 0.183.366 and Server/native matrix acceptance remain required.
