The retired backfill workflow (#141) was the repo's only Actions workflow, and it never gated PRs — fork PRs here have shown only the broken Vercel authorization check. This runs tsc --noEmit and next build on the frontend for every PR. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

Bootstraps PR-gating Actions CI (tsc --noEmit + next build). After #141 removed the OOM-dead backfill workflow the repo had no workflows at all, and fork PRs have never had a working check (the Vercel authorization failure is a known artifact).
