…158) Lands the decided scenario-C semantics (option i, 2026-07-11): in a mixed-OWNER batch the R5 author-gate refuse records the target and continues instead of killing the whole batch on the first non-OWNER (previous behavior: exit mid-loop — processed targets kept, rest untouched, the murkiest of the three candidates). New Step 7.5 batch outcome report (edited/refused counts + highlighted refused rows with the override hint); exit contract 0 iff no refusals, 4 otherwise — single-target refuse is degenerate-equivalent to prior behavior. --override-user-content codified as all-targets + shared reason. idd-edit-helper.py untouched. Fixture 14 prose-contract checks (8 assertions) integrated into the idd-edit suite: 31/31. Refs #158
