Part of #341.
What to build: run closeout: full gate matrix on the run branch (root typecheck/lint/sherif/build/test, web typecheck+build, VS Code typecheck+test if that app changed, CLI build if it changed), leak check (sections A–E pass, F/G no growth), dist-web freshness verified, changesets for new user-visible behavior at minor default, and the private ledger wave block (sweep rows, decisions, verification commands).
