lecture-python-intro#852 merged the wealth_tax lecture reading this file, so flip its migration record to repointed and update the consumer note. Also drop lecture-python-intro's mle from the consumers of SCF_plus_mini_no_weights.csv: #849 rewrote that lecture without the wealth-tax example, so it no longer reads the file.
