fix: make quant monitor deployment idempotent

Summary

• normalize the preserved Telegram chat variable instead of recursively prefixing its key
• export one canonical projects root for repository sync and lifecycle discovery
• exclude Python bytecode from VPS rsync
• fail deployment on unexpected service errors while accepting the monitor alert exit code
