为 NS800RT7P65D 开发板添加 DS1307 外部 RTC 驱动

使用 GPIO 模拟 I2C 时序驱动 DS1307 芯片，实现时间读写功能。
关键点：

1. NS800 GPIO 需配置 ANALOG_DISABLED + QUAL_ASYNC 才能正确读取引脚电平
2. 推挽输出 + 输入切换方式实现 I2C 位操作
3. 秒寄存器最后写入，避免振荡器启动干扰
4. 支持多芯片切换的通用 drv_rtc.c 框架
