…2701) The config/skills/ skills ship baked into the compass product — the Manager agent uses them in any repo — so they must carry no single repo's specifics. config/skills/design/SKILL.md hardcoded a <domain> bucket enumeration for the design-doc tree; RIG-2652 (T7) had swapped one repo-specific list for another (the compass-repo ruled set). Replace it with the repo-agnostic mechanism the skill already carries: <domain> = the repo's design-doc bucket for the change's concern, matched to the buckets that repo already uses, never a fixed list.
