Use the fixed-only Grype scanner and skip publication when the immutable final image tag already exists. Repeated runs of the same commit still build, smoke-test and scan; registry authentication or network errors fail the job.

Validation: publication controls cover existing/missing manifests and authentication/network failures; ShellCheck and offline Zizmor 1.25 passed.
