Align CLI Renovate policies: prioritize security fixes and patches, group related major migrations for manual review, and remove the concurrent PR cap so outstanding migrations cannot block maintenance. New PRs remain paced at five per hour.
Keep OSV enabled, the seven-day routine release delay and manual Kubernetes minors. Group GoReleaser patches with compiler patches; let Kubernetes upgrades select kube-openapi revisions.
Exclude goconst in tests and reuse production constants for the newer linter.
Validation: strict config validation, policy/branch-generation regressions on both engines and golangci-lint pass. Affected Go tests passed earlier in this PR.
