Summary
Adds the first release-engineering path for Quantum CoreOS without pretending that a bootable operating system already exists.

This release is explicitly a planning and integration baseline. It is not bootable, installable or advertised as an operating-system image. Bootable artifacts remain gated on independently usable Quantum Runtime and Quantum Control releases.
