I'll fix CI failures and address comments from users with write access. I'll skip comments containing "(aside)".

Summary
Adds Web SDK 0.9.0 to the Web SDK changelog (
millicast/changelog/changelog-web-platform.md). It also adds the missing 0.6.1, 0.8.0 and 0.8.1 entries. The content comes from the SDK release notes for each version.0.9.0 is listed as a breaking change. A
connect()call made while an earlierconnect()is still in progress now rejects with "… connection already in progress". Before, it opened a second connection, and depending on timing one of the two connections leaked. Now it works like an instance that is already connected:connect()rejects untilstop()is called. The entry tells apps that callconnect()/reconnect()from aconnect()error handler not to treat this rejection as fatal.0.7.0 is not included because it has no published release notes.
