docs: remove unavailable reference menu links - #405
Remove links to 13 obsolete action/setter references and four unavailable Lit reference pages, including the index. Keep the Lit quick-start guide. No library APIs or generated reference files change.
Also remove seven stale # main comments from pinned workflow actions. The action hashes and workflow behavior stay unchanged. This corrects the existing zizmor failure blocking this documentation fix.
