Recipes, Bags, and ACLs

The bag in position 0 is the writable bag of the recipe. Lower numbers overlay higher numbers.
Recipes and bags have an owner user_id, which is optional. The owner has admin permissions on the bag or recipe.
Recipes and bags have an ACL table, which share similar semantics.

Ideas

Bags with a negative position could prevent tiddlers from being modified.
