Fix sitemaps and copy buttons, remove stale banners, and add PR builds

The production sitemap index referenced missing language sitemaps, and code-copy buttons failed for plain-text <pre> blocks. Restore complete sitemap output and reliable copying, remove outdated UI, and validate pull requests before changes reach master.

• Give section sitemaps a separate output-format name so they no longer override Hugo’s built-in sitemap format; omit non-rendered pages and use the production domain for absolute URLs.
• Copy the full code block and add an accessible name and explicit button type.
• Fix the Spanish karaoke inline-effects navigation link.
• Disable the announcement banner in every language and remove its stale text and unfinished “Upcoming Versions” download sections.
• Add a read-only PR build workflow; keep deployment restricted to pushes to master and remove duplicate cleanup.

Validation: clean npm ci and npm test; actionlint; checked all 1,575 sitemap/alternate URLs across 13 sitemap files against generated output; verified banner removal, current-page canonical URLs, and the Spanish link; headless Chrome checks for plain, nested, and mixed code blocks and copy-button accessibility attributes.

Search and dependency versions are unchanged.
