V14 fix upgrade blockers - #743

Every module below is installed on databases coming from 13.0 and has no
code in 14.0 any more. Nothing picked them up: they stayed "to upgrade"
for good ("module X: not installable, skipped" at every later migration,
"Some modules have inconsistent states"), their views, menus and actions
were never cleaned. Merged into the module they extended, the obsolete
records go, the noupdate ones stay.
- to_hr_holidays_period_limit -> hr_holidays: [REM] upgrade to 14.0
(54983fcce6)
- to_hr_work_day_type -> hr: [REM] not used anymore (5c9ee7892e)
- to_shorten_url -> link_tracker: removed in 14.0 (a19c25b822)
- to_website_registration_email_blacklist ->
to_registration_email_blacklist:
removed, no longer suitable (edf75699ef)
- viin_l10n_vn_account_payment_internal_transfer -> l10n_vn_c133:
removed (c3a6c2428c); never installed, but auto-install when
l10n_vn_c133 gets installed by the migration, and then "to install"
forever
- to_website_erponline_cart -> website_sale: removed on 14.0 (38876b18)
- to_website_erponline_data -> theme_erponline: the data module of the
ERPOnline website, installable False from 14.0 on; its website, pages,
menus, blog and forum are noupdate and stay
- to_website_language_menu_erponline_data -> to_website_language_menu
and to_website_menu_icon_erponline_data -> to_website_menu_icon: removed
on 14.0 (fa38576d), no records
- to_redirect_early (odoo-joomla2odoo) -> website: removed
web_diagram is merged into web when no view uses the diagram type, as
upstream does in the end-migration of base (9e58990), but in the
pre-migration: it is then no longer left behind during the migration
either.
