feat(autosending): rank unstarted campaigns over complete

Description

This PR:

1. Ranks unstarted autosending campaigns above complete ones
2. Fixes existing rankings within a single autosending status to be numerical rather than alphabetical (ex. campaign 10 would show up before campaign 2 before)

Motivation and Context

Feedback from admins about unstarted campaigns being hard to find when many complete campaigns are unarchived
